Dodona lies in the city center of Prishtina. It is located on the border between the old town in the north-east and the new Prishtina, constructed during Yugoslav times in the south-west. One of Prishtina’s largest parks, the city park, is located on the eastern border of Dodona.

Structure Plan The historical urban structure in the area will be preserved. To stress the inner city character of the streets, a more dense building structure is planned in zones around the block edges. Inside the blocks, a lower density is foreseen. The building height and the density are differing in different zones. The height is defined after two principles: the town- and the landscape-principle. The town principle is allowing higher buildings on important streets and lower buildings on smaller streets. The landscape principle is stepping down the height towards the city park and on the hill. High buildings are planned along the Agim Ramadani Street. In the zones around the two important streets Bajram Kelmendi and Rustem Statovci, slightly lower buildings are foreseen. Along these three main streets, the Agim Ramadani, the Bajram Kelmendi and the Rustem Statovci streets, a high amount of shops, restaurants and other uses which are bringing activity to the public space are foreseen. In the middle of the area, the height is stepping down from the Agim Ramadani Street towards the park. The city park meets the need for recreation. All other public open spaces, the streets and the squares, are designed as urban spaces. The most important streets are rebuilt as boulevards. The sidewalks are made wide enough to provide space for cafés and shops. In addition, the buildings on the street front will be constructed with arcades. Important crossings are designed as city squares. Most of these squares are only a widening of the street, with a different surface and more space for pedestrians. The points where the Bajram Kelmendi and the Rustem Statovci Streets are crossing the Agim Ramadani are marked with larger squares. The Velusa stream, which is mixed with waste water under the Bajram Kelmendi Street, will be separated. The waste water will still run in the existing pipe, and the stream will be reintegrated in the street. It will run in a thin and low channel between the walkway and the carriageway. In the square at the crossing with the Agim Ramadani Street, the water can be used as a design element.

The Backbone of the traffic network is the Agim Ramadani Street, a part of the central ring. The Bajram Kelmendi and the Rustem Statovci streets are linking the Agim Ramadani and the city centre with the Gërmia Mountains and the Mati district in the east. These two streets are connected by the Hamzë Jashari Street. The other streets in the area are local streets.

Urban Regulatory Plan In accordance with the Law on Spatial Planning of Kosova, the Urban Regulatory Plan for Dodona sets out the rules for the construction of buildings and other physical structures as well as for their use. The area is divides in two different zones: the cora areas and the mixed use areas. Core areas are zones with more activities and less residential use. They are defined along the main streets. The other zones are defined as mixed use areas. In these zones, a mix between residential use and small scale retail, catering trade, office and other non-disturbing commercial use is foreseen. In addition to the core and mixed use areas, areas for community use are defined to secure the public use of a music school and a historical building housing the statistical office. The density is defined with the allowed number of full stories, the height of the building objects, the Site Occupancy Index (SOI) and the Floor Space Index (FSI).
