ALN and LSN Partners Win Competition for Ibrahim Rugova Memorial Park and Presidential Library
ALN Architekturbüro Leinhäupl + Neuber and Prishtina-based LSN + Partners have won the international competition for the Dr. Ibrahim Rugova Memorial Park and Presidential Library in Prishtina.
The result was announced in March 2026, with the winning team also including FST Engineering and Vizion Project. Conceived as both a memorial landscape and a civic institution, the proposal brings together a presidential library, exhibition spaces, reading areas, conference facilities and a publicly accessible roof.

The building is organised around a circular form wrapped by a continuous, spiralling element inspired by Ibrahim Rugova’s iconic scarf. This architectural band becomes a walkable promenade, guiding visitors from the park up towards the green roof while shaping circulation through the interior.

At the centre, a naturally lit atrium is conceived as a contemporary agora — a public interior for gathering, debate and orientation. Ramps and balconies connect the library, archives, exhibitions and reading spaces around this central volume.

The landscape is treated as an integral part of the memorial. Existing mature trees and native vegetation are retained and reinforced, while a network of paths, clearings and shaded areas establishes connections with the neighbouring Martyrs’ Cemetery and Rugova’s grave.

According to the winning team, the project includes around 4,300 square metres of programme. The Municipality of Prishtina signed the design contract in March 2026, moving the competition-winning proposal into its next stage of development.
